The little circles exist because there is a difference between how
end-of-line is indicated in Unix versus Windows. Unix uses the
newline character `\n` (ASCII decimal code 10 or ctrl-J) while
Windows uses `\r` (ASCII code 13).

In the old days of teleprinters lines were ended by two characters
carriage return (code 13) followed by line feed (code 10). Subsequently
Unix dropped the carriage return, but Windows files still contain it,
and it appears as a little circle in VED.

I usually write a little POP-11 program to hoover up the excess characters
if somebody sends me a Windows file.
