I've got a line

vedscreenlength -> vedstartwindow;

at the end of my vedinit.p that makes ved start up full size.  I can no
longer remember why that particular incantation does the job, but I've
just tried commenting it out and ved started up using only half of an
xterm window.  What I don't get is the possibility of two ved windows in
the same xterm.  ctrl-w changes the size of the single window that is
showing, but I can't get two ved windows showing in the same xterm
window (but you say you aren't interested in that anyway).

Just for the record, I've got a definition in my vedinit.p

define vedsetwindowsize();
    ;;; run vedsetwindow to switch between full and half window
        vedsetwindow();

    ;;; make new window size the default.
        vedwindowlength -> vedstartwindow;
enddefine;

and if I bind it to esc-w by defining a vedinit() function in vedinit.p
which includes the line

vedsetkey('\^[w', "vedsetwindowsize");

then I can get two ved windows in the same xterm.  I commented out that
line from
my definition of vedinit at some point, because it was interfering with
the use of esc-w in xved.  However, that was on a sun.  Now that I only
have access to linux machines, esc-w doesn't work in xved anyway, and
I've had to train myself to use other things.
