Summary:
You can either read and post to the comp.lang.pop news group, which
is accessible via web browsers at various sites, e.g. at google
groups:

Alternatively you can join the email list by sending a message
to
majordomo AT cs.bham.ac.uk
containing one line:
subscribe pop-forum
You should send it from the same email address to which you want to
have messages posted.
The email list and the news group are linked to each other. Anything
posted to one goes to the other, except that in order to control
spam all the postings to the email list that do not come from people
on the list wait until the list owner checks them.
