While not an ideal solution you can hack something together with -ved_tidy-
(see REF * VED_TIDY), eg:

    define justify(file);
        vededit(file);  ;;; Edit the file
        ved_mbe();      ;;; Mark the entire file
        ved_tidy();     ;;; Tidy it
        ved_wq();       ;;; Write file and quit
    enddefine;
