On google groups in comp.lang.pop I found some correspondence
between Stephen Isard and Marc Dzaebel that did not reach the
Birmingham CS news server.

I discovered a few months ago (April I think) that the file pcwin15.5.zip
had somehow got corrupted on the Birmingham news server. So I
rebuilt it from the gzipped tar file.
As far as I can tell, the versions at www.poplog.org are mostly out of
date: the software that previously used regularly to fetch stuff from
http://www.cs.bham.ac.uk/research/poplog/ to poplog.org seems to have
stopped running.
As a result I recommend looking FIRST at the bham site. There are
some things that are available only from the www.poplog.org site,
but all the main poplog releases should be fetched from the bham
site.

I suspect that the problem is that the version of windows poplog V15.5
at poplog.org is the corrupt version that I had to replace at the bham
site in April.

However, as discussed recently there is a newer version

Jeff Best recently posted instructions on how to run this so that
Ved starts up. He wrote:

If a windows user knows how to translate this into instructions that
a complete windows novice could follow, I'll create an installation
guide for windows poplog V15.53 and phase out V15.5.
As I don't use microsoft software, I can't do it.
