There are also less-small mini-distributions, designed to fit on a
credit-card sized CD-R.

The CD-Rs can (apparently) hold about 30MB, and cost about a pound each.
They have their problems (e.g. they just get lost if you put them in a
slot-style drive), but the relatively large size is attractive.

LinuxCare have made up such a distribution, which is apparently quite
good.

If you're looking to make a small Poplog, it might be worth thinking
about this if floppies started to look impractical.
