Poplog works fine on RedHat 8 (which I use) but some people have
reported problems with RedHat 9, which introduced major changes
that are not entirely backward compatible, unfortunately.
I have never tried it.

Here is some information provided previously
through pop-forum and comp.lang.pop
Others have found that poplog will not re-link because of the library
changes in RH 9.
I suggest the following procedure:
In the file INSTALL_MOTIF_POPLOG, use an editor you are familiar with to
comment out or delete lines from this:
##### START of bit that may not work on Mandrake and some other systems
### Comment out the next few commands (up to ##### END) if you are
### running mandrake and installation does not work
up to this:
##### END of bit that may not work on Mandrake
Also, since you have already actually untarred the main poplog tar file,
you can also comment out these lines earlier in the file:
echo "Unpacking poplog+motif. May take some time"
# Install linux poplog with motif
zcat $tardir/linux-pc-1553a.tar.gz | tar xf -
echo "UNPACKING POPLOG TAR FILE COMPLETE"
and then try again to run the script:
INSTALL_MOTIF_POPLOG

This problem has been reported previously.

If you have installed successfully, despite the problems noted above,
this command should start up a pop11 process:
poplog pop11
It will give you a colon prompt -
:
you can type a command to do some arithmetic (do not type
the colon -- that is the pop11 prompt):
: 3 + 5 =>
It should print out
** 9
You can exit using either CTRL-D, or typing
bye
If that works, you should be able to run the editor Xved/Ved
and teach yourself to use it.
You will also need to learn the basics of Pop-11. If you are
an experienced programmer you can probably use the Pop-11
primer to learn a lot about pop-11. It is included in the
tar file as
pophtmlprimer.tar.gz
Untar it and read it in a web browser, or go to
http://www.cs.bham.ac.uk/research/poplog/primer/START.html

It may be that you have managed to produce a full installation in spite
of the warning messages.
Some people have said that Poplog runs on RedHat 9 despite the warning
message:
Incorrectly built binary which accesses errno, h_errno or _res...
whenever you start it up.
Did your installation process produce anything in this directory?
/usr/local/poplog/current.poplog/pop/lib/psv
or in this directory?
/usr/local/poplog/current.poplog/poplocalbin/
Each should have several files with suffix .psv
