I wonder how you came across it. That's part of the ancient PWM
system -- Poplog Window Manager -- which pre-dated the X window
system, openlook, motif, etc. It used Xview.
I would be very surprised if it still works. The sources and
documentation should all be in this directory
http://www.cs.bham.ac.uk/research/poplog/src/master/C.pwm
and the file you want is presumably this:
http://www.cs.bham.ac.uk/research/poplog/src/master/C.pwm/lib/pwm/pwmgfxrasterop.p
which refers to this
http://www.cs.bham.ac.uk/research/poplog/src/master/C.pwm/lib/pwm/pwmrasterop.p

How did you come across a reference to anything in the PWM? I don't
think anyone has been able to use it for several years. It ran only
on SunOS (before Solaris).
