It's a bug in LIB * S-poplog_uiS-helptool_xm.p. Change:

  		XtCreatePopupShell('helptool', xtTopLevelShellWidget,
			refer_widget,
			XptArgList([{allowShellResize ^true}
						{deleteResponse ^XmUNMAP}
						;;;{width 200} {height 200}
				])) -> helptool_widget;

to

		XtCreatePopupShell('helptool', xtTopLevelShellWidget,
			refer_widget,
			XptArgList([{allowShellResize ^true}
						{deleteResponse ^XmUNMAP}
				])) -> helptool_widget;

removing the explicit setting of the width/height resources. Rebuild and
(fingers crossed) everything should be ok).

This has been fixed in later versions of Poplog.
