Have you checked out the work Steve Knight did at

        http://www.avonibp.co.uk/office/scripts/pop/pop.html

which covers the problems of shell scripts, etc.

I would also *strongly* advise reading the CGI section of the WWW Security
FAQ (http://www-genome.wi.mit.edu/WWW/faqs/www-security-faq.html). Allowing
the general public to add CGI scripts to a public server can open up a
*serious* can of worms if you're not careful :-)
