Part of the problem is that for some reason Birmingham's FTP server
doesn't allow resuming of downloads.  I would guess that they're using
whichever FTP software came with the machine, which is probably quite
out of date by now.

If users are going to be making large downloads over expensive
connections, then a better server needs to be found.

As an aside, cost is not an issue: there are many free (and Free) FTP
servers with this capability out there, and most of them should compile
on Sun hardware.
