John Williams sent me this more elegant version, which doesn't have
to look at the first line of the file.

    define vedinitialise(file);
        ;;; Do nothing if the file was already in a Ved buffer.
        returnif(file);

        if member(vedfileprops, [help teach ref]) then
            vedinput(ved_strip);
        endif;
    enddefine;
