It describes a bunch of new facilities for external calls. The
code for it is here

I've put a link to his poplog page in

It turns out that that's also now part of the latest version of his
popvision package. I'll try to get an up to date version of that
installed soon.
If anyone has problems getting the excall stuff from Sussex I can
make it available at Birmingham.
