When I tried winpop11, it started up ved in immediate mode. That means
(among other things) that every line you type should be executed (well,
incrementally compiled) when you press the <return> key. Was that
happening, or had you cancelled immediate mode? As far as I can tell,
immediate mode always puts its output in the file you are typing the
commands in. If you want different behaviour, get out of immediate mode
(bye<return>, <enter>end_im, see *HELP IM for more, or just open a
different file with the <enter>ved command).

The load command normally requires a filename as argument. Did it
really work without one? I haven't got a pc here to experiment on, but
I believe that if you are running a standalone ved, which is what
winpop11 appears to be, the output of load commands always goes to the
file output.p. The output of lmr commands (that is, marking
a range in the file and doing <enter>lmr or ctrl-D) can be controlled
with the <enter>output command (see *HELP LMR/Controlling output).

I don't think winpop11 is capable of popping up another window, but by
using <enter>output you should be able to get the output into a
different ved buffer in the same window.
Hope this helps.
