If Pop had been available for the Arc (I'm afraid the other platforms
mentioned hold little interest for me :-), that would have been a
serious disincentive for building Pepper, that's true. But I designed
Pepper for several reasons, including doing a rational reconstruction
of Pop's syntax (as witness the recent discussions about the list and
vector syntax) and amusing myself with ideas about efficient compilation
on RISC-style architectures. Although the first would be possible inside
Pop's framework, the second was not.
Note also that abortive Pepper development started on a BBC Model B....
