Subject:LIB POPRULEBASE

I have produced a new package to repace LIB NEWPSYS, which was
previously the most sophisticated forward chaining production system
interpreter in the Pop-11 library.

The new version should work under both version 14.2 and version
14.5 of poplog. It is called POPRULEBASE. It has a number of new
features including new condition formats and new action formats which
allow very economical expression of ideas that might otherwise require
several different rules, and which allow invocation of sub-symbolic
mechanisms that control the firing of rules.

The package comes in the form of a directory of files to be located
in $poplocal/local/prb

There is a shell script to install the files by making links to
$poplocal/local/lib, $poplocal/local/help, etc.

An extended teach file prb/teach/poprulebase introduces the main
concepts with some examples.

The file prb/help/prb_news explains the main changes relative to
NEWPSYS.

The system can be browsed via WWW in the directory
    ftp://ftp.cs.bham.ac.uk/pub/dist/poplog/prb

or fetched in the form of a compressed tar file
    ftp://ftp.cs.bham.ac.uk/pub/dist/poplog/prbtar.Z
